A notice can look relevant and still be a poor use of the team’s time. What should be checked and recorded before detailed response work starts?

Confirm eligibility, mandatory requirements, response method, deadline, scope, place of performance, contract period, certifications, and any open amendments or questions. Then check whether the team has the people, partners, technical capability, financial resources, evidence, and delivery capacity needed to perform the work.
FAR 9.104 lists federal responsibility standards such as resources, schedule, performance record, integrity, operational controls, technical skills, facilities, and legal eligibility. These are award-side standards, but they are also useful questions for a bidder to ask.
Record the decision owner, disqualifiers, assumptions, unresolved questions, expected response effort, and evidence used. Separate the ability to submit from the ability to deliver. Reopen the decision when an amendment or verified new fact changes an assumption, not just because work has already started.
