What should happen when an award amount or date is missing?

  Some public award records name the contractor but omit the amount, the award date, or both. Should those values be inferred from related procurement records?

  Keep the field null. Do not turn missing into zero, and do not copy the solicitation ceiling, budget, or incumbent contract value into the award record. Those numbers can mean different things.

  Check the official award notice, the related opportunity, the award number, and the issuing agency’s award system. Save the source URLs and the check date so the record can be refreshed. The SAM.gov Opportunities API lists award details only when they are available. USAspending’s data-source guide explains that federal source systems update on different schedules, so a later record can contain information that was not available in the first notice.

  Store a reason such as “not reported in checked sources.” If a later record appears, match it using the award number or the issuing organization and solicitation number before filling in the missing value. FAR Subpart 5.3 also has thresholds and exceptions for federal award notices, so public coverage is not uniform.
