    Evaluators may know suppliers, have worked with them, or see sensitive proposal information. What should be disclosed and acknowledged before the evaluation starts?

    Use a written conflict disclosure and a confidentiality acknowledgment before granting access. The disclosure should cover financial interests, recent work, close relationships, outside roles, and any other facts that could affect impartiality or create the appearance of a conflict.

    A signature is not the end of the control process. Evaluators should know which information is protected, where files may be stored, who may receive them, and how to report a new conflict. The process owner should document any recusal, mitigation, or replacement decision.

    GSAM Subpart 515.3 provides a federal example: evaluators acknowledge conflicts and nondisclosure duties, and they must disclose any conflicts that arise during the evaluation. Other organizations should follow the ethics, procurement, and records rules that apply to them.
