  List the data, metadata, configurations, logs, documents, and other artifacts the buyer must receive. Define formats, export methods, delivery timing, validation, transfer support, deletion confirmation, and the services available during the transition.

  Check the rights required to use the exported material and continue operations. Include administrative access, interface details, training, current documentation, and any tool or license needed to read the delivery. Test an export before an urgent exit is required.

  The AFARS transition-plan model identifies schedules, data and software deliverables, rights, documentation, tools, and training. FAR Subpart 27.4 explains why commercial software agreements must state the buyer’s rights instead of assuming them.
