An uptime percentage alone may hide slow responses, long support delays, or important exclusions. Which measures make a software service level truly useful?

State the measurement point, period, data source, and exclusions.
Assign monitoring and reporting responsibilities, set review intervals, and describe what happens after a miss. The remedy should not replace the supplier’s duty to correct the problem. Keep the raw evidence needed to verify the reported result.
GAO’s cloud SLA review identifies roles, performance objectives, security metrics, measurement, reporting, and enforcement as key practices. GAO’s newer cloud review also supports continuous monitoring and periodic review of the agreed-upon measures.
