2nd August 2026 at 12:28 pm #3346Accepted editorial answerA clarification is a limited exchange that does not allow an offeror to materially revise its proposal. It may resolve a minor clerical issue or confirm information already submitted, but it cannot be used as a quiet correction round.
A discussion occurs after the competitive range is established and gives offerors a chance to revise their proposals. The acquisition team should control the exchange, use the correct process, preserve the record, and avoid giving any one offeror an unequal opportunity.
This distinction applies specifically to federal negotiated procurements. FAR 15.306 defines clarifications, communications, and discussions and explains when proposal revisions are allowed. State, local, and private buyers should follow their own governing rules.
