A vendor or consultant may build the first connection, but someone has to operate it for years. How should ownership be assigned?
Accepted answerName an owner for the business outcome, data definition, technical service, security, vendor relationship, and incident response. Require source or configuration access, documentation, monitoring, credential management, test cases, deployment steps, support boundaries, and an exit path. Price ongoing maintenance and version changes, not just the initial build. FAR Part 7 supports life-cycle planning and defined team responsibilities.
