Past projects can vary in size and scope, and a missing record is not the same as poor performance. What is a fair approach?

Compare work with similar users, complexity, integrations, data sensitivity, delivery model, and service criticality. Apply the solicitation’s stated treatment for limited or missing history, and do not convert absence into an unstated penalty. FAR Part 9 and FAR Part 12 provide the federal responsibility and commercial past performance framework.
