Caution

External LLM and telephony-provider charges can make total operating costs less predictable than the hosted-call rate alone.

ElevenLabs offers ElevenAgents, a configurable platform for deploying voice and chat agents across telephony, web, and mobile. Its strongest areas are workflow control, telephony integrations, tool use, and operational instrumentation. It is best suited to teams that can configure and govern their own agents; buyers should also model external language-model and telephony costs alongside platform pricing.

What ElevenAgents is

ElevenLabs offers ElevenAgents, a hosted builder for multimodal voice and chat agents. Teams configure prompts, workflows, knowledge, tools, phone connectivity, retention, and integrations, then deploy agents to telephony, web, or mobile channels. It is platform infrastructure for customer-built agents rather than a turnkey, human-operated contact center.

Conversation capabilities

Conversation design covers a wide range of defined workflows. Agents support system prompts, hosted or custom language models, dynamic variables, authentication, language detection, configurable turn-taking, interruptions, and timeouts. Visual workflows add branching and subagents that can change prompts, models, voices, tools, and knowledge at individual nodes. Knowledge bases can use full context or indexed retrieval for material such as catalogs, policies, technical content, and FAQs.

This is a capable configuration surface, but outcomes still depend on the workflow, knowledge, and tool setup the customer chooses.

Telephony and actions

ElevenAgents can invoke client tools, webhook or API tools, server-side code tools, MCP tools, and platform system tools. These connections can read external data or trigger actions such as meeting bookings and returns. Native Twilio integration and SIP trunking support inbound and outbound calling, while batch calling accepts CSV or XLS recipient lists with scheduling, testing, status monitoring, and concurrency controls.

Live calls can be transferred to external phone numbers or SIP URIs through conference transfer, blind transfer, or SIP REFER. Provider and protocol constraints apply. MCP is disabled by default and is unavailable in Zero Retention Mode and HIPAA-compliant workspaces.

Testing and operational visibility

The operational toolkit includes simulation, scenario, next-reply, and tool-call tests, with multi-run pass rates, transcripts, failure reasons, and evaluation rationale. Customer-defined LLM-powered success evaluations can return success, failure, or unknown against selected criteria.

Production analytics provide filters for agent, branch, time period, language, call type, and model. Workflow analytics cover node entries, time spent, terminations, and edge distribution. Post-call webhooks can send transcripts, analyses, and metadata, and OpenTelemetry-compatible traces can be exported. Configurable transcript and recording retention, plus Zero Retention Mode, provide additional data controls.

Buyer fit

ElevenAgents is a good fit for developers and teams in support, sales, operations, and service that need configurable voice or chat workflows and can manage integrations and governance. It is especially relevant for organizations using Twilio or SIP/PBX infrastructure and for enterprise buyers needing options such as custom SSO, higher concurrency, priority support, custom DPA and SLA assurances, or HIPAA BAAs.

It’s a weaker fit for buyers looking for a human-operated contact center or a fully hands-off deployment. Budgeting should include external language-model and telephony-provider charges rather than relying only on the listed hosted-call rate.

Buyer scenarios

Where the product fits — and where to be careful

Teams building defined service workflows

Need
Build voice or chat workflows for support, purchase assistance, scheduling, qualification, notifications, surveys or follow-up.
Why it fits
Developers and product, support, sales, operations or service teams can configure workflows, knowledge, tools and deployment through web, mobile or telephony surfaces.
Watch out
Teams need to own agent configuration, knowledge, external tools, consent, disclosure and integration governance.

Strong fit when the buyer wants a configurable hosted agent platform rather than an outsourced contact-center operation.

Organizations with existing telephony infrastructure

Need
Connect agents to Twilio, a PBX or SIP-enabled phone system.
Why it fits
Native Twilio and SIP options support inbound routing, outbound calls, batch calling and escalation to people or other agents.
Watch out
External LLM and telephony-provider charges add to platform usage costs, and transfer behavior is subject to provider and protocol limitations.

Good fit for teams prepared to integrate and operate voice workflows on their existing calling infrastructure.

Pros & Cons

Pros

  • Native Twilio and SIP options, outbound calling, tools and live transfer cover substantial voice-operation needs.
  • Testing, transcript evaluation, analytics, webhooks and trace export provide a deep operational toolkit.
  • Public plans start free and scale to Business, with custom Enterprise options.

Cons

  • External LLM and telephony-provider charges can make total operating costs less predictable than the hosted-call rate alone.
  • MCP is disabled by default and unavailable in Zero Retention Mode and HIPAA-compliance workspaces.
  • User feedback shows recurring value-for-money concerns, alongside mixed support and ease-of-use sentiment.
Editorial score breakdown

Editorial scores

Editorial score
3.8
Testing and observability
5.0

Simulation and scenario tests, tool-call testing, transcript evaluation, production and workflow analytics, post-call webhooks, OpenTelemetry-compatible traces and configurable retention create exceptional operational visibility. These controls do not by themselves establish workflow accuracy or compliance.

Telephony and actions
4.0

Native Twilio, SIP trunking, batch outbound calling, API and webhook tools, and live transfers to phone numbers or SIP URIs form a strong action and handoff surface. Provider, protocol and workspace restrictions remain relevant.

Conversation capabilities
4.0

Configurable prompts, models, variables, turn-taking, interruptions, branching workflows, subagents and knowledge retrieval provide strong conversation controls for target workflows. Broad independently corroborated task-success results are not established.

Usability, support & value
2.0

Accepted user feedback is mixed: value-for-money mentions are predominantly negative, while support and ease-of-use feedback is divided. That is sufficient recurring evidence of usability, support or value tradeoffs.

Conversation capabilities
Voice quality is often praised as natural and suitable for real-time or multilingual use, but some long-form output has inconsistent pacing that can make professional narration unusable.
533817
Support
Support can be responsive and highly technical when engaged, but other customers report unresolved tickets, slow or absent responses, especially for credit and production failures.
422617
Value for money
Buyers frequently say retries, adjustments, and failed generations consume paid credits quickly, making the service feel poor value when output is unreliable or credits are not restored.
40931
Ease of use
Core voice and agent workflows are often considered straightforward, but Studio, advanced settings, and some poorly located controls can make more complex tasks frustrating to navigate.
18109
Testing and observability
Operational reliability is a concern for mission-critical work: reviewers report API instability, failed or missing generations, inconsistent exports, and lost work after sessions shut down.
