Define event types, payload versioning, authentication, ordering, delivery latency, retry schedules, duplicate identifiers, replay, failure logs, retention, monitoring, and support. The receiver should process events idempotently and reconcile them against a source-of-truth API. Test outages and delayed recovery, not just successful delivery. FAR Subpart 37.6 supports measurable service quality and a stated assessment method.
