Describe which work will change, who is affected, who owns each decision, and how the team will know whether people are ready. Include stakeholder involvement, communications, role and process updates, training, support, feedback, and measures of adoption.

Tie the plan to the implementation schedule. Name the materials, audiences, delivery dates, escalation path, and post-launch support. Track readiness by role and location instead of reporting only how many people attended training.

GAO’s OPM modernization review explains that change management prepares users for changes in how work is done. It warns that a plan without user involvement and clear roles can create confusion and weaken implementation results.
