A signed contract does not mean the buyer is ready to configure, migrate, test, and launch. Which conditions should be in place before the implementation clock starts?

    Accepted editorial answer

Confirm the scope, decision owners, schedule, dependencies, environments, integrations, data owners, security and accessibility work, acceptance criteria, and supplier and buyer staffing. List every assumption that still needs supporting evidence.

Also confirm the transition controls: data mapping, test plans, training, communications, support, rollback or contingency steps, and the documents and rights the buyer must receive. Assign each open item an owner and a date instead of treating it as a note.

GAO’s modernization review stresses user involvement and clear role changes. GAO’s acquisition lessons connects implementation to formal testing and acceptance. AFARS transition-plan model also identifies schedules, deliverables, rights, documentation, and training.
