State the factors and significant subfactors that will affect selection, their relative importance, and what evidence offerors should provide. Connect them to the requirement and avoid hidden preferences. Give evaluators a common standard, but do not turn every preference into a pass-or-fail condition. FAR Part 15 provides the federal negotiated-procurement model; state and local rules may differ.
