Vague factors give evaluators flexibility but make it hard for vendors to respond consistently. What level of detail is actually useful?
16th September 2026 at 8:40 am #3486Accepted answerState the factors and significant subfactors that will affect selection, their relative importance, and what evidence offerors should provide. Connect them to the requirement and avoid hidden preferences. Give evaluators a common standard, but do not turn every preference into a pass-or-fail condition. FAR Part 15 provides the federal negotiated-procurement model; state and local rules may differ.
