Evaluation teams often circulate proposals and RFI responses among staff and advisers. How should the buyer protect this information?

    Accepted answer

Route submissions to designated officials, record the receipt time, and store them in an approved repository with access limited to the evaluation role. Define rules for advisers, downloading, printing, forwarding, use of external tools, and incident reporting, and keep access records where appropriate. If an electronic submission is unreadable, notify the offeror and document any allowed resubmission without exposing other proposals. Apply the approved retention and disposal rules after the process. FAR 15.207 requires proposals and RFI information to be safeguarded from unauthorized disclosure throughout source selection.
