First define the need and minimum eligibility, then keep every credible supplier that can meet it within the procurement method and evaluation capacity. A shortlist is defensible when exclusions use published criteria and the remaining field preserves meaningful comparison; convenience alone is not a sound reason for exclusion. FAR Part 10 lists market research methods for identifying capable sources.
