    Attendance records show that training happened, but not that people can do their work. What should the team measure instead?

    Define the tasks each role must complete, then measure task success, errors, time, help requests, and confidence before and after training. Add observation after launch, because classroom completion does not prove production performance. Use the results to change training, configuration, or workflow, not to blame users. FAR Subpart 37.6 provides a useful model: required results, measurable standards, and a stated assessment method.
