    A proposal looks strong, but the buyer doubts whether the vendor can deliver and support the implementation. What evidence should be checked before making an award?

    Make a separate responsibility check using current evidence. Review financial resources, capacity to meet the delivery schedule alongside other commitments, performance and integrity records, the organization and people assigned to the work, operational controls, quality assurance, technical skills, and required facilities. Resolve material gaps before award and document who accepted the evidence. Do not treat a high proposal score as proof that the supplier can perform. FAR 9.104-1 lists these general responsibility standards for prospective contractors.
