    Ask for a dependency-based plan that includes buyer and vendor tasks, decision dates, environments, data cycles, testing, training, acceptance, contingency, and named staffing assumptions. Require the vendor to identify the critical path and explain what changes if any assumption fails. Compare the plan with similar implementations and with internal capacity. FAR Part 11 requires schedules that reflect urgency, industry practice, complexity, and sufficient time for production and testing.
