    A generic debriefing offers little help to vendors and can create more questions. What should the agency prepare?

    Follow the applicable procurement rules and disclose only the evaluation information they allow. Explain the offeror’s evaluated strengths, weaknesses, deficiencies, and the basis for the award without revealing protected competitor information. Use the source-selection record, not new explanations created after the decision. FAR Part 15 contains the federal debriefing framework; state and local procedures may differ.
