    Define the need first. Then record which commercial products or services can meet it, which needs may require reasonable changes, customary licensing and support practices, likely suppliers, accessibility, constraints, and the date and evidence for each finding. Use interviews, recent comparable research, databases, and an RFI only when useful. FAR Part 10 says market research should identify capable sources and commercial availability and should request only the minimum information needed. The final record should explain how the evidence changed or confirmed the requirements, not just list vendors.
