A phased rollout reduces exposure but can extend dual-system work. How should a team decide?

    Accepted answer

Use phases when users, locations, workflows, integrations, or data can be separated without breaking the service and when early learning can influence later deployment. A big-bang launch may be necessary when old and new processes cannot coexist, but it requires stronger rehearsal, rollback, staffing, and acceptance evidence. Compare both approaches against service continuity, data integrity, support capacity, and deadline risk. FAR Part 11 requires realistic delivery or performance schedules.
