Projects can stall when the vendor, IT team, and business team each expect someone else to make decisions. What governance is needed?

Use a decision log with due dates, evidence, and escalation rules; the vendor advises and delivers but should not accept risk on the buyer’s behalf. Give each workstream one responsible lead and keep final acceptance with an authorized buyer role. FAR Part 7 uses an integrated acquisition team for significant technical, fiscal, legal, and contracting work.
