An existing vendor already knows the organization and may seem safer than every alternative. How can the evaluation stay fair?
18th August 2026 at 7:27 am #3414Accepted answerUse the same current requirements, scenarios, evidence rules, and scoring scale for the incumbent and the challengers. Separate documented transition costs from familiarity, and do not credit undocumented assumptions about the incumbent’s capabilities. Have evaluators disclose conflicts and score independently before a moderated consensus. FAR Part 15 provides the federal model for disclosed evaluation factors and documented source selection; local rules may differ.
